Autre façon de défendre les espèces sauvages, c’est d’interdire ours cyclistes, éléphants acrobates, tigres cascadeurs ou encore singes déguisés en clowns. 40 pays dans le monde dont 22 européens ont interdit les cirques qui utilisent les animaux sauvages. En Angleterre, les cirques ambulants ne pourront plus les faire travailler à partir de janvier prochain, Marie Billon.

Marie Billon : Anne était le dernier éléphant de cirque en Angleterre et elle a tiré sa révérence il y a plus de 10 ans déjà. Aujourd’hui, il n’y a plus que deux cirques qui se partagent 19 animaux : des zèbres, des rennes, des ratons laveurs, des chameaux, un renard, un perroquet macao et un zébu. Il y a quelques mois un dompteur de lions a demandé une licence que le gouvernement lui a refusé. Une première victoire pour l’Association de défense des animaux RSPCA qui fait campagne pour l’interdiction de l’utilisation des animaux sauvages dans les cirques itinérants. La principale raison de cette opposition selon Ros Clubb, scientifique à la RSPCA est la condition de détention de ces bêtes.

Ros Clubb : On sait que le transport est stressant pour les animaux. Ils sont enfermés dans des cages trop petites et donc ils ne peuvent s’adonner à aucune de leurs activités naturelles. On leur impose aussi le contact avec des animaux qu’ils ne fréquenteraient pas dans la nature. On a pu mettre les lions et les tigres ensemble par exemple ou alors on isole des animaux qui vivent en meute. Tout cela crée des comportements qui ne sont pas naturels comme tourner en rond dans une cage.

Marie Billon : C’est au nom du bien-être animal que le gouvernement a donc décidé de mettre fin à la législation actuelle le 19 janvier prochain. Certains dompteurs jugent cette décision liberticide : « Les animaux de cirque ne sont plus des animaux sauvages. La plupart sont nés en captivité. » disent-ils. « sauf que ça ne change pas leur instinct. » répondent les associations.

L’opinion publique, elle, semble se satisfaire de cette interdiction. Selon la RSPCA, 94% de la population est contre l’utilisation de lions, tigres et éléphants dans les cirques. Au Pays de Galle, le gouvernement a lancé une consultation qui a reçu 6500 réponses en faveur de l’interdiction. Un taux de participation très honorable pour ce genre d’étude d’opinion. Les 19 animaux qui travaillent encore dans les cirques itinérants anglais seront mis à la retraite de fait en janvier.

Marie Billon: Anne was the last circus elephant in England and she bowed out over 10 years ago. Today, there are only two circuses that share 19 animals: zebras, reindeer, raccoons, camels, a fox, a macao parrot and a zebu. A few months ago a lion tamer applied for a license which the government refused. This was a first victory for the Animal Rights Association RSPCA, which is campaigning for a ban on the use of wild animals in travelling circuses. The main reason for this opposition, according to Ros Clubb, a scientist at the RSPCA, is the conditions in which these animals are kept.

Ros Clubb: We know that transportation is stressful for the animals. They are kept in cages that are too small, so they can’t engage in any of their natural activities. They are also forced to come into contact with animals that they would not encounter in the wild. For example, lions and tigers have been put together or animals that live in packs have been isolated. All of this creates behaviors that are not natural, such as running around in circles in a cage.

Marie Billon: It is in the name of animal welfare that the government has decided to end the current legislation on January 19. Some trainers consider this decision liberticide: “Circus animals are no longer wild animals. Most of them were born in captivity,” they say. “But this does not change their instincts,” say the associations.

Public opinion seems to be satisfied with this ban. According to the RSPCA, 94% of the population is against the use of lions, tigers and elephants in circuses. In Wales, the government launched a consultation that received 6500 responses in favor of the ban. A very respectable turnout for this kind of opinion poll.
